Kestrel Mine Extension 4WD specification for light vehicles

Kestrel Mine Extension (KME) is located in Queensland’s Bowen Basin approximately 40km north east of Emerald. The mine is a joint venture between Rio Tinto Ltd and Mitsui & Co Ltd and the KME project will extend the mine’s life by 20 years and is due for completion in 2012. Rio Tinto Coal Australia is managing the operation on behalf of the joint venture.

Vista Hire has supplied vehicles to contractors working at the KME site and can prepare vehicles to comply with the requirements of Kestrel Mine.

Our vehicles will be supplied ready to meet the standard set out in the ‘Light Vehicle Site Access Approval Form’ for Kestrel Mine Extension.

All our 4WD hire vehicles are white in colour for increased visibility and options can be built up or down for change of purpose to meet your exact specification including that required at Kestrel Mine.


 

The vehicle specification required for access to Kestrel Mine Extension is as follows:

Visibility standards

  • High visibility mine flag greater than 3m from ground is required for all vehicles entering the mining and industrial areas.
  • Amber flashing light must be used when the vehicle is moving around the site.
  • Elevated tail lights are required for vehicles entering the mining and industrial areas.
  • Vehicle headlights must be on when the vehicle is in motion and these can be hard wired if required.

Other safety equipment

  • Wheel chocks.
  • Fire extinguisher in good condition, charged, secure and with a current inspection tag.
  • First aid kit must be carried. The kit should not contain items that require sterilization, multiple use items or drugs of any kind. Disposable gloves and resuscitation mouth pieces must be carried.
  • Reversing alarm.
  • Torch.
  • Site specific 2-way radio.
  • ROPS - roll-over protection structure that meets with the relevant Australian standards and showing a current compliance plate.
  • Traffic control safety triangles.
  • Pre-start inspection checklist logbook.

Mechanical requirements

General vehicle maintenance items are mentioned in the light vehicle specification that apply to any roadworthy street registered vehicle. Items additional to these are:


  • The tyres should show even tread wear indicating the correct wheel alignment.
  • Glass free from chips and cracks.
  • Vehicle free from weeds and foreign materials. Vehicle should be washed down at an approved facility if required.
  • Vehicle free from fuel and oil leaks.
  • No loose panels or parts.
  • Batteries secure and connections tight.
  • Radiator water level sufficient.
  • Windscreen washer reservoir filled to sufficient level.
  • Park brake operational and capable of holding the vehicle on a 15% gradient in forward and reverse directions.
  • Service brakes operational and brake test certificate current.
  • Vehicle tool kit intact including the wheel brace and jack.
  • If the vehicle is fitted with an aftermarket cruise control, an EMI suppressor must be fitted.

On passing the access inspection, vehicles will be issued with a Kestrel Mine Extension Site Compliance sticker. A reinspection is required annually to maintain access status.
